local activities of this nature tend to develop to an extent that
would jeopardize the national activities of the Faith. ******Just as
the local Baha'i Fund must under all circumstances be subordinated to
the national fund, ****** so also every local circular letter should
be considered as subsidiary to the national report of Baha'i
activities in every country. Such a coordination between local and
national efforts is indispensable, not only because of its economic
advantages, but essentially due to the fact that upon the application
of the principle underlying this process must inevitably depend the
effective working of the entire administrative machinery of the Faith."
