There is something in one of the letters written on behalf of the Guardian to Iran at the time we had just Central Spiritual Assemble instead of National Spiritual Assembly: (date is Temmuz (July) 1926)
Similarly, creating, continuing and expanding the central national fund of Iran, which is one of the most necessary and essential affairs, hasn't been implemented as it should have. The friends of God and the maids of the most Merciful in all country of Iran should be instructed to this important thing; since contribution to the central national fund has had and has precedence over and is prior to the contribution to the local fund. Because it is one of the significant elements, nay rather the only axis of the measures and institutions and approaches of the Cause. hamchonin tashkil va edameh va tose'eye sanduq khayriyeh markazi keshvari eqlim-e Iran keh az alzam lavazem va omur-e asasiye mahsub ta beh haal be nahvi keh bayad va shayad motamakken nagashteh. bayad ahebbaaye elaahi va emaa'or-rahman ra dar tamaam keshvar-e Iran beh in amr-e mohem delaalat kard ziraa e'aaneh beh sanduq-e khayriye-ye markazi moqaddam bar e'aaneh sanduq-e khayriye-ye mahalli budeh va hast; cheh keh az avaamel-e mohemmeh balkeh yeganeh mehvar-e eqdaamaat va tashkilaat va ta'sisaat-e amriyeh ast.
