Dear all,
 
Saya belum melihat any statement of Mr. Walton indicating that Bank Dunia menolak pembangunan PLTGU di Pemaron. Yang dia katakan justru mungkin akan ada bantuan asalkan PLN concern with environmetal and social aspects.  Apakah penolakan sekelompok masa dengan dalih lingkungan dipandang sebagai problem yang bisa berakibat penolakan pada bantuan dana oleh Bank Dunia atau tidak, sangat tergantung pada batasan "environmental and social negative impacts" tersebut. Kalau demo masyarakat dianggap tidak mewakili masyarakat secara luas dan pihak yang berkeinginan mampu dengan caranya menunjukkan sertifikat ANDAL, BARANGKALI Bank Dunia tidak akan menolak untuk menyokong pendanaannya.

Dear Mr. Sudarma,

Thank you for forwarding the note from Ngurah Ny regarding the relocation of gas
turbine generators to Pemaron. The World Bank certainly shares the concerns
about the environment at the beaches on Bali's north coast. I hope you will
pass this reply back to Ngurah Ny.

I'd like to clear up a few misunderstandings I infer from the note. The main
one is the statement that World Bank is financing the relocation of turbines to
Bali. We are not. We are preparing a project that will assist PLN with
expanding and upgrading its power transmission capacity on Java and Bali, to
remove bottlenecks and improve reliability of power supply. It does not include
any generating capacity anywhere in Indonesia, either by relocation or new
construction.

PLN asked if the upgrading of the transmission line from the existing diesel
generator station at Pemaron could be included in the new project in order to
transmit the additional power the turbines would generate , and the Bank
replied that it could be, but that we would then have to be concerned about
environmental and social impacts of the turbines, even though they are not
specifically part of the Bank project. The Bank would consider them an
associated project, the impacts of which would have to be taken into account in
preparation and implementation of our project. Accordingly, we reviewed the
ANDAL for the Pemaron plant and sent PLN a number of comments and questions.
We also learned that there are local groups opposed to the turbine relocation,
and we have suggested to PLN that consultation continue to establish what the
issues are and see if there are acceptable solutions. The decision on Bank
financing for the Pemaron transmission line upgrading would not be made until we
were satisfied on the environmental and social questions about the turbines.

More recently (about two weeks ago) , PLN asked us to delete the Pemaron
transmission line altogether from the Bank-supported project, and we have done
so. Whether that means PLN has decided to modify or abandon the Permaron
project, or that PLN simply does not want the World Bank involved in any aspect
of it is something I do not know. In any case, there is now no relationship
between the proposed turbine relocation and anything the World Bank is
financing.
