Based on my exerience in the field, I think that trying to split a
single army to cover both ther German and Spanish holding actions would
leave the divisional commanders with less support than they should
have. If it were possible to create 1 large army for the primary campaign,
and two smaller armies for the other matters, that would in my view be the
correct resolution.
[OOC: The rules state that the actual army structure will be selected at
random from those available in the rule book. Hence, getting the
distribution we want seems out of our control.]
Further, it does appear that we will need the concurrance of the
Minister of War as soon as possible in that it appears to me that we will
need all possible brigades to conduct the campaign you envision while
holding the remaining fronts securely.
