Your Excellency,
The foundation of a successful strategy is to disperse one's forces in order
to encourage the enemy to do likewise, then effect surprise concentrations
to provide localised superiority which can then be used to devastating
effect.
I am in full agreement that commencing operations with three armies provides
the best tools for effecting the above.
As you know, I am also in full agreement as to the most appropriate
objectives for these forces. The Foreign Minister will, I fear, have a great
deal of say in this, however, and as yet no word has been heard from him. As
to deployment, I would expect the new Minister of War (whoever His Majesty
should choose to appoint) will wish to make his voice heard in this area.
