For the purposes of the negative modifiers, the player must engage in
treasonous acts willfully by notifying the GM (as did de Sapear). Actions
in press can certainly be used as proof by the CoPS but they do not count
for the modifiers since they are opinion, not fact. They only become
'facts' when the MoS/King convict the accused.Thanks, Greg
