There are some people at IDEC (the brazilian institute for defense of
counsumer rights) that are friendly to us. We need to talk to them. But I
still think that passing a law involvimg technology is often a difficult
thing to do.

well... one possibility is sponsoring prizes for the contest. It would be
awesome!

Also, I'd like to have some feedback on the contest rules. Do you think it
is a good ruleset? Any advice on how to make it better?

My friend likes the idea. LEt me know when you figure out the date of your

FISL is good. I've been travelling to FISL every year during the last 6
years.
It is the largest free software event in Brazil.

Hmm... I am not sure. There is lots of free software projects sponsored by
the government here.

I guess you could publish a call for developers in one of the free software
magazines/websites. You could try LinuxMagazine (translation/adaptation of
the german magazine), BR-Linux (a news website), and RevistaEspiritoLivre
(an online only monthly magazine).
