It should be possible to add a mdio subnode to the fec device node
and then to add the phy-handle property to the fec node.
Something like:

fec {
        phy-handle = <&ethphy>;

        mdio {
                ethphy: phy@7 {
                        reg = <7>;
                };
        };
};
