This only applies if not doing a full restore on a empty volume or if the files are split across multiple volumes like in Windows > Vista where boot and system volume are not the same anymore, no? We have tested different full restores with Windows 2003 and never had a problem with systemstate, but we are still searching for a simple solution on Windows 2008 and later because of the boot/system volume split.
