The most obvious thing form your subject is 
On rpm distribution the rules is to not start a daemon at install time if it 
need configuration
Did you check the status of the daemons ?
chkconfig 

 
The other things you can do it running the director with a higher debug level 
(eventually in foreground mode) so you will see what could happen

Also bconsole can be run with a higher debug output

bconsole -d 400 -dt
