The bconsole debug level did it.  I needed to set the hostname.  It was trying 
to connect to "bareos" which I assume was in some config file somewhere and it 
couldn't resolve the hostname.  Seems like an error condition like that would 
be returned when you attempt to run without having to turn on a load of 
debugging but whatever.  It's now running - thanks for your help.

Yes the daemons were running btw - it was just odd that the bconsole command 
wasn't saying anything about what it was doing.
