The easy one first ... your console purge command is correct and that is the 
expected behavior.  The 'truncate' action is actually a relabel operation on 
the volume.  The operation will fail if the storage is in use.  You'll have to 
run the command while the storage is idle.  Note that if you try it again on 
the same volume during an idle period it will do nothing because the volume 
status is already set to purged.

Regarding your autoprune issue ... You may have hit the issue where storage 
volumes are not being recycled with Alway Incremental and Consolidate.  If 
that's the case, it's a bug that I reported a year ago relative to always 
incremental consolidate jobs.  If that is what you're experiencing, take a look 
at this recent thread that addresses that problem.
