Hi Carsten, at this point your best bet is probably to disable dbconfig-common for bareos (I'm not completely sure how to do that) and then upgrade to 19.2.5 which will allow you to upgrade using the fixed update script.
The issue you're facing there looks like you (or someone else) changed the password for the bareos user to something that doesn't match with what dbconfig-common expects. But then again I'm not really into Debian, so my knowledge of dbconfig-common is very limited. Hope that helps anyway.
