The only suggestions I can think of is:

1) Download libboost{,-serialization} from Debian and try to install
these packages. You might need their -dev packages too, instead of
Ubuntu's.

2) Download Debians source package and try to build that on Ubuntu. That
might be easier than building from (Ubuntu?) CVS.
