It's something I've been banging my head against too; it'd not the udev rule, I took that out and ran bcharge manually and it still failed to keep charging. but I don't know enough about usb diagnostics to correctly run more tests. On the other hand compiling a vanilla kernel is _way_ out there for this production machine, since I only have 1 machine. if you really need me to I'll get the ubuntu kernel sources and look at what kinds of patches they made to the usb stack.
