Jose Sogo and I hashed this out for Debian packaging... we agreed that I would use the top 0.15-0 header (which Debian never uses) as a simple place holder for my official releases on sourceforge.net. Any official packages, which start at 0.15-1, would "upgrade" mine. I don't make many changes to debian/changelog either, anymore. It is just there as a placeholder to make building packages straight out of the tree easier. Whatever is there is left over from my work, and some leftover merges from Jose's git repo.
