If your uploading to debian the changelog should have the changes that
are specific to debian. It should not be left empty or unchanged. The
entries are quite straight forward and are more of a summary from
debians point of view.

e.g.
* New upstream release.
* New version
* updated control file to do something

It would not have every change you have made to barry in it. These go in
your barry changelog.
