Yes, that's possible. It does fall back to Serial if IpModem support is not found. Could you run the modem test again, and this time post both the output, and the /tmp/modemtest.log that is generated. Both logs will show the same commands, just at different levels. It seems to be some odd I/O delay... the OK responses are there, but they are so delayed that the script logs them as responses to secondary commands.
