How short can the delay be? Many of our clients have SLA's around email and any sort of delay caused by this is a fairly bad thing. They have staff constantly keeping an eye on it and releasing the second something gets blocked.

My recommendation is to reduce the time Exchange is able to detect duplicates. By default Exchange keeps track of duplicate messages for 7 days.
