Dear Jari,
I got an administrator account (I had a POWER USER account). In spite of the
administrator account when I put Administrate -> Plugins -> Definitions. with
the view/preset to show shared items, then clicking on the 'Columns' tab I
selected 'Requires config' in the 'Columns' tab, and I Marked the 'true' radio
button in the 'Requires config' column to only list plug-ins that need a
configuration. Doing this I get 3 plug-in's:
"packed file exporter", "raw data importer" and "reporter importer", but I
don't get the "reporter map importer"what am I doing wrong?. Thanks for your
help.

Are you logged in as with administrator privileges? Only users with
administrator privileges are allowed to use the Reporter map importer
and thus configure it. There is no need to create this plug-in it comes
with pre-installed with BASE.
