First thing to check is if you have any filter in the table. Sometimes 
there is a filter on a non-visible column but that should trigger the 
display of a warning icon. Selecting "Clear filter" from the 
view/presets drop down will remove all filters.

Deleting a user doesn't remove them from the database. They are just 
moved to the trashcan and has to be removed "for real" from there. It 
can be a bit hard to do that since you must also track down and delete 
anything the user owns and delete that first.
