You DO have to be a member of either of those conventions to actually nominate works and people for this year's Hugo Awards, and you DO have to be a member of Interaction to vote for the Hugo Awards once the nominees are announced (probably in late March).
But the point of the discussion, and of the Emerald City list to which the results will be posted, is to influence those people who can vote. Typically fewer people nominate in the Hugos than vote. This is partly because people don't join until the last minute, but mainly because people feel overwhelmed by the breadth of the field. If large numbers of us are keen on a particular work and/or person, that may nudge some of those folks towards nominating.
