In my experience with restaurants this is absolutely not true. Grills, woks, spoons, etc. often get reused indiscriminantly (heat kills the bacteria, which is all they worry about). Also - a server's thumb accidentally on one plate doesn't always get washed before accidentally put on someone else's plate. I know this from direct experience watching my mother try to stop breathing from not eating fish at a restaurant that serves fish. Those with food allergies usually know about this stuff, but nobody else needs to pay attention to it. And restaurant staff, also in my experience, are horribly ignorant of food allergies. My mom's also diabetic - she can't order anything but water any more because they keep substituting regular for diet soda on her, not realizing it does really bad things.
