Lionel has mentioned windows port (http://sourceforge.net/p/basket/mailman/message/32093639/), so I assume it is possible. It would be nice if you can make a Windows build. As for Qt, I think we should use Qt5/QtQuick for the new version. I'm planning to continue bugfixing Qt4 version though. If you are asking about .basket export format, it's just tar.gz archive with some extra header - you can find how it is written to disk in the sources. I don't think there is any documentation, except for comments in the code. BTW I'm going to look into export-related bug (http://bugs.kde.org/show_bug.cgi?id=286020) soon.
