I build it all the time (with the latest 1.3.1 from Apple) but I
use Ant not CodeWarrior. We provide a build.sh file that will work on
essentially all UNIXes (tried on Solaris, Mac OS X, and Linux). You
only need to set your JAVA_HOME environment var (/Library/Java/home or
some such on Mac OS X).

It hasn't been really high on our list of priorities, however
svggen can probably be disentangled buy just taking that part of the
source tree. You will probably run into some dependencies on other
parts (like ...batik.util) but you shouldn't have to pull in all of
the GVT/filters/etc stuff.
