Yes, I would expect so.
In that case, no, just fix it in the trunk. It's not that we have
a major legal problem here. It's mostly a documentation problem
and can IMO be fixed for the next release. In case you need to do
a bugfix release from the SVG 1.1 branch then it would be good to
change that there, too.

BTW I think you missed a question earlier:
One more thing. You're right. XPath is not in JAXP 1.3. And so are a few
other of those subpackages (html, css, traversal, stylesheets etc.). The
list of packages included in JAXP 1.3 is attached to the proposed plan I
sent earlier.
So where will they land? xml-apis-ext.jar?
