Hehe, I stumbled upon the same questions when releasing XML Graphics
Commons. I guess simply agreeing on the mailing list that it is time for
a new release is enough. A formal vote then on the release files will be
fine.
IIC you'll have to launch the vote on xmlgraphics-general@, with a list
of links to the files which will be distributed (binary, source, etc.),
and with md5 sums of those files in the mail, so that people know what
they will vote for.
