While reading the W3C Document License I missed this caveat: "No right to
create modifications or derivatives of W3C documents is granted pursuant to
this license." so that doesn't sound acceptable for inclusion of sources in
the ASF repository, whereas the W3C Software License [1] would be fine
since it allows modifications. At least that's why I'm assuming the W3C
Software License is listed under Category A [2].
