there are some out there - for which platform are you looking? there are some for Linux or Windows out there in C++ or C# but none of them runs at all major platforms, like Batik does. And most of them aren't that complete than Batik is now.
For Linux there is svg.kde.org and www.xsvg.org and libsvg as a library. For Windows there is http://www.sharpvectors.org/, http://www.sharpvectors.org/ (works on embedded devices and PDAs, activex for vb, comes with a debugger), www.mobiform.com - the last two are commercial ones.
