For Linux there is
svg.kde.org and www.xsvg.org and libsvg as a library.
For Windows there is http://www.sharpvectors.org/, http://www.sharpvectors.org/ (works on embedded devices and PDAs, activex for vb, comes with a debugger), www.mobiform.com - the last two are commercial ones.
