I briefly discussed this issue with Chris Lilley (W3C) and he stated that only gzip compression (for single files) and no archives (zip/tar, etc.) are supported. The SVG spec does not mention archives anywhere, but just because something isn't mentioned, it doesn't mean that it is supported. I don't know how the idea came up that archives should be supported. If Adobe did it, it is their own proprietary way of doing it (some proprietary SVG extension).
