and therefore should nothing be displayed? because that is the result.
it seems plain this is a wrong interpretation, as a single broken link
would prevent a page being displayed.
as is the case with the current <use>.

It may be excessive, but it isn’t valid. SVG 1.1 says:
URI references to nodes that do not exist shall be treated as invalid
references.
