on what basis do you state:

the links you provide do not appear to mention what action to take for
an invalid reference.
clearly this is not the same as invalid xml else why not merely say
it's invalid?
like gifs and jpegs, I would expect them merely not to be displayed,
and possibly a marker or indicator provided.
would it be advisable at this stage to take this to the SVG WG?
supposing that I have not missed any indication as to how to interpret
the meaning of invalid reference

it seems plain this is a wrong interpretation, as a single broken
link
would prevent a page being displayed.
as is the case with the current <use>.
<use> with a missing xlink:href="" attribute is definitely an error.
<a> is not, however, as stated in this section:
