on the third item in the list: "Search TRANSFAC Public" http://www.gene-regulation.com/cgi-bin/pub/databases/transfac/search.cgi Sorry, for the confusion. Our sales and marketing made a good effort to put the Transfac professional at the top of the list :) But still the public version is available.
