Completion in the minibuffer happens via the function
minibuffer-complete (or similar, bound to TAB). Partial completion
mode works by replacing that keybinding with PC-complete (or similar).
So, by analogy, there would need to be a different function than
bbdb-complete-name which groks partial completion.
