The Option-Shift-5 combination is indeed the standard keystroke for the "fi" ligature. The "upside down question mark" is at Option-1. I wouldn't be surprised if you had some kind of font conflict or corruption--have you checked in Font Book (or other font utility) to see if you have any duplicate fonts?
