A while ago I took the aforementioned AppleScript and reworked it to
fit my needs: multiple files in multiple windows for multiple
projects, all easily accessible with a keystroke. This sounds like
it will fit your needs, and addresses the "one buffer" problem; you
can have as many sets of "workspaces" as you want.
I've been using it for over a year with no complaints! I suggest
that, after adding it to your BBEdit Scripts folder, you assign a
Menu Key (keyboard shortcut) to the Load and Save scripts.
