That's weird. On 10.4.7, I only get /* */ in PHP documents. I
think that's the way it's supposed to work. You're using Un/
Comment Selection, right?
There is a setting for this. In the prefs, go to Languages, then
select PHP and click the Options... button. The resulting sheet gives
you the chance to specify your comment-start and comment-end strings.
