The side drawer in BBEdit is analogous to TextMate's tabs at the top of the window. In other words, it's simply a list of the currently opened files. As an aside, I personally find BBEdit's implementation better than TextMate's tabs. It allows a larger number of open files to be easily accessed (up to 39 files before a scrollbar appears on my display), better accommodates long file names, and doesn't consume any of my precious vertical screen space.

The best equivalent to TextMate's project drawer is BBEdit's File Group feature, the only significant difference being that File Groups appear in separate windows. You can add/remove/open files from the File Group, mimic directory structures from the file system, and create arbitrary groupings not directly associated with a directory structure on disk. BBEdit's File Groups also support a large variety of file types, not just text files. For example, in my project File Groups, I frequently add bookmarks from Safari or .webloc files that refer to bits of information related to the project, like PHP documentation.

I suppose some people might prefer to have the File Group attached to a BBEdit window like TextMate's project drawer, but I kind of think having it as a separate window affords greater flexibility. It's easier to have multiple projects or groupings open at the same time, I can position the File Group window wherever I want (even on a second display), and it leaves the drawer on BBEdit's document window free for listing open files as mentioned above.
