I approximate this feature by using Finder:
 - Open the folder in Finder,
 - select "View" -> "As List",
- hide the toolbar (click the button at the top right of the folder window),
 - adjust the column width to suit, then
 - place that window to the extreme left or right of the screen.

You can now click-and-drag files to the BBEdit icon in the dock from any application without disturbing your window ordering. I also change the view options to use small icons.
