Does this mean that you don't recommend that users run this, and
instead get their own copy from somewhere else? I used it like this
because the example Python script in the user manual does it this way.

I actually wanted to send in a feature suggestion to add an option to
the command line bbedit tool to generate a tags file in the current
directory with some standard settings:

    bbedit --tags

It could call the bundled ctags binary.
