BBEdit has always worked as you describe it should -- that is, tab - tab - delete - delete gets you back where you started. I can't recall ever setting spaces or tabs in Prefs, so I assume my version (the most recent) is using its default settings. You might try saving your Prefs file somewhere handy, then allowing BBEdit to remake a new default one and see if things work as you wish.
