I downloaded TextWrangler and the demo of BBEdit. I cannot get the
keyboard cursor control to work on either. The following behaviour is
identical on both editors.

Preferences > Editing: Keyboard > Use numeric keypad for cursor
movement

Doesn't change the behaviour. It still inserts numbers.

On page 210 of the user manual it states, "You can use the Command and
Option keys with the 2, 4, 6, and 8 keys as you would the arrow
keys."

This goes to file top, bottom, line beginning, line end.

"To toggle the behavior of the keypad between moving the cursor and
entering numbers, hold down the Option key and press the Clear key in
the upper-left corner of the keypad. (This key is also labeled Num
Lock on some keyboards.)"

Doesn't change the behaviour. It still inserts numbers.

Platform:
• Current-generation of 15" MacBook Pro, 2 GHz Intel Core i7, 4GB RAM
• OS X 10.6.7

The MBP doesn't have a full-sized keyboard, so I use an external
keyboard in the office. I tried with the following keyboards:
• Logitech G15
• Older Apple full-size keyboard (with the clear plastic case)
I found a picture via Google Images:
