The salient difference seems to be the syntax of the "with" parameter
passing to rewrap command.
When I took my existing Service script and replaced my broken Rewrap command
with yours (along with my text "w"):
rewrap quoted text w width 68 ¬
paragraph fill true ¬
removing quote spaces true ¬
with leaving trailing quote spaces
the script editor rewrote it as
rewrap quoted text w width 68 with paragraph fill, removing quote spaces
and leaving trailing quote spaces
which works perfectly.
Essentially, AppleScript seems to prefer real English ("with paragraph fill,
removing quote spaces and leaving trailing quote spaces") to poor English
("with paragraph fill and removing quote spaces and leaving trailing quote
spaces").

first AppleScript book <http://amzn.to/nchgaa> was the definitive work on
the matter and I *still* trip over things like this.
