I have for this purpose a little filter, which you could also integrate into LateXTidy: http://bfc.sfsu.edu/cgi-bin/hsu.pl?LaTeX_Tidy

s/"([^"`]+)"/``$1''/g;


If you want to surround a selection with LateX Quotes, here another filter:

#!/usr/bin/perl -np

# replaces the selected text with German Gaensefuss

s/([\w\s]+)/``$1''/g;


These snippets you save into your filter folder: Library/Application Support/BBEdit/Unix Support/Unix Filters/LaTeX
