I use a very basic applescript to something like this, although not with 
TAB/NEXT. Via the script recording function I recorded a simple search for the 
closing parenthesis '>'. It looks like this (beware possible unwanted line 
breaks in the mail):

tell application "BBEdit"
        find ">" searching in text 1 of text document 1 options {search 
mode:grep, starting at top:false, wrap around:false, backwards:false, case 
sensitive:false, match words:false, extend selection:false} with selecting match
        select insertion point after selection
end tell


This moves the cursor right after the next (or current) tag. Very simple, but I 
use it all the time to ease navigating HTML (and XML) documents. Just don't 
forget to assign a keyboard shortcut to it.
