Up to BBEdit 10.1.2 (and in prior versions):

You can edit any text filter by pressing the Option key and either choosing
the desired filter in the menu, or double-clicking on its entry in the
palette (and the palette's "Run" button will change to "Edit" to reflect
this state).

Please note you can also employ this method to edit scripts and clippings.

I regret this is not currently possible, though we have gotten some
requests for same and it is on our list for future consideration.
