Yes, I've done something similar. 

I found that I could make an alias of the Text Factories folder and place 
it inside the Text Filters folder. Now when I open the Text Filters palette 
 there is a nice collapsing menu of Text Factories sitting at the top of 
the TexFilters palette (I do the same for the old "Unix Filters" , too).
