I'm just looking at doing a multi-file find/replace across a

BBEdit would only find the string in some of the DWT files if
they were actually open in BBEdit at the time. These files
weren't open in any other applications and have the same file
access rights as the files where BBEdit found the string
without them having to be open.

Since neither BBEdit nor the OS recognize arbitrary ".dwt" files
as being text files, BBEdit won't search them by default.
You can however 'teach' BBEdit to always treat such files as
text by adding a suitable custom extension mapping in the
Languages preference panel.
Alternatively, you can configure BBEdit to search within all
files rather than just text files, by clicking the "Options"
button in the Find window (since you're running 9.6.3) or in the
Multi-File Search window (in BBEdit 10), and specifying "All
file types" in the resulting search options sheet.
(PS: Since the latter method may also cause BBEdit to search
files you don't want it to, please employ this option with due
caution. :-)
