I'm not sure what "features" of Mojave are required, but Mojave 10.14.2 is REQUIRED to run BBedit 13. It's possible there are underlying API calls that have been updated etc. That being said, with Catalina now out, it's probably safe to move to Mojave if you have been worried about bugs etc. I can say Catalina is still a bit of a mess. Many users (including myself) hit an immediate bug where after installing the Mac is stuck at "Setting up your Mac". The only option is a hard shutdown.
